This place turns off the water a bit too much than what is considered healthy. Four in the month of April alone, all for varying reasons: from doing maintenance, to replacing a water heater that has been replaced more than once since I've been here, and last but not least a pipe that has recently burst (again not the second time this has happened)

Do not move here.
Terrible place to live. Half the washer/dryers are out at any given time, management is always a pain to deal with and frequently ignores resident requests. Walls are incredibly thin. AC is a wall unit similar to a cheap motel and barely cools the room it's in.
Go somewhere else, I can't stress it enough.
