This property is in a great location. Within walking distance to many great restaurants and shops in Downtown Portland. The building itself is clean and management is very responsive to maintenance requests and general questions. The property is well lit at night and there is controlled access on all entrances. Parking is available at an extra cost if you want it, which is nice since I drive to work every day. I would recommend this location to anyone who is looking for an apartment in Portland.

Formerly great building under terrible new management
645 Congress was a wonderful place to live, truly a five star value. I have lived here for three years and previously couldn't imagine a circumstance that would lead me not to renew my lease this year. Then Boulos Asset Management took over managing the building. I will not be returning once my lease is up, and would not recommend that anyone signs a lease here.
Boulos has not replied to maintenance tickets about broken appliances and has left more than half of the washing machines broken... since the August when they took ownership of the building. UPP now manages the resident parking lot. For those who live in Portland and know UPP's reputation - enough said.
Boulos's attention has clearly been directed toward converting our parking lot into public parking. It has been an incredible headache trying to get Boulos to acknowledge and abide by the terms of our leases during this process. Communication has been negligible (we found out about this pretty major change to the parking policy from a crumpled up letter in the mail room and new signage going up in the lot without explanation). When we have gotten communication from Boulos, it has been unprofessional and condescending.
Residents are worried about what will happen once our long-serving and trusted superintendent's job is up in January. He is the last thing holding this building together. Stay away. This building is headed nowhere good.

The management company front office and the on-site superintendent receive... notification of work orders that are entered by residents as soon as they are submitted. If there has been any delay in repairing or replacing your appliance, please let us know so that we can make it right by getting the issue resolved right away.

Great location, poor management
This is an older building in the area and the location is great in general - close to restaurants. However, it is fairly noisy. The building super is awesome too. However, the actual property managers are awful. They never respond to phone calls/maintenance requests. They also verbally say things that contradict with your lease. So be careful.

Nice location
Located in the heart of portland. A ten minute walk from the old port area. Many things to do and see here. Great restaurants in the area to eat at. We have Boda, king of the roll, Ben Kay, Miake, and many more! We have marble floors in this building, and a very friendly security/ cleaning staff on duty.over all it's a great location...
