Maintenance is efficient, apartment building is quiet. This is a perfect first apartment for someone or a couple! Rent is affordable & heat and water are included! Only downside, no dogs allowed. Staff is nice too.

3 years at westbay
The good- Kyanna and Emily are friendly and very helpful. Excellent additions since I moved in. The apartments themselves are good sized.
The bad - Tennant's are loud and ignore speed limit and stop signs, and with having school aged kids completely ticked me off. Not enough speed bumps to slow people down. The maintenance crew is adequate, but complain about calls to tennant's. Rent goes up every year by $20 so after 3 years it was closer to a house payment than rent, so I bought a house.

I love our cathedral ceiling apartment. It’s peaceful and quiet and still convenient for shopping and work. The girls in the office are the best!!

Bad office staff
Girls in the office are very young and have attitudes that reflect their age. Not professional unless someone is watching. They choose who they want to like and who they don’t. Not looking to have teeny bops in charge of the complex I’m living in.

Not bad if you are not picky about stress cracks or other signs of an old building.
My unit and rent pricing: I'm leasing a 3rd Floor 1 Bedroom for $600 a month (overlooking trees costs $10 more a month vs. the parking lot for $590). I paid $30 for the application fee, $100 for the holding fee to claim the apartment, $200 security deposit, and only $400 for the discounted first month's rent. This was kind of nice considering the $300 outside of the first month's rent being a bit pricey.
Utilities: Gas/Water/Heat included. There are no gas appliances so no gas utility. Heating... units are radiator style heating on the floors of each room. AC is done via wall unit in the living room so that is the coolest room. I didn't notice the heat much but if you like a seamlessly refrigerated living space, you may want to buy your own AC unit or look elsewhere. Electricity is the only real fluctuating cost with AC being tacked onto that.
Amenities: My unit had a stove/oven/range, refrigerator, dishwasher, and garbage disposal. Walk in closet (too much space for a single guy). A balcony which is nice for grilling. Bathroom consists of a bathtub/shower with a sliding door. Fixtures in bathroom seem a bit dated but I don't really mind such things. They work and illuminate the room. The washer/drier (coin operated) is a shared unit on the first floor that our bay (12 apartments) shares. I personally don't wash my clothes here as people can get varying experiences (depending on your neighbors) but it is there for you. Maintenance seems timely in my experiences (had to replace my garbage disposal when I moved in and they did it next day with the assistance of photos I took).
Neighbors: The complex itself seems to be a mix of all sorts of ages, cultures, and personalities but everyone keeps to themselves. Driving through the complex after work in the evening is when I see people the most and everyone seems friendly and "normal". Noise is typical of apartments (bumps/voices periodically from the hallway or units around but nothing jarring or obnoxious). Now I'm sure this varies by unit (again I'm on the 3rd floor) but it's negligible for me. I should also clarify that I don't know what other bays/buildings are like but mine seems just fine.
My major complaint: My front door seems warped with age because at night, you can see light between the crack of the door near the bottom right. Therefore, I can hear hallway noise easily and they can hear me in my living room (walking in the hallway reveals I can hear them as well so this is probably common).
