Management is terrible. When I first moved in they said that the unit was ready and it wasn’t. We had no vent covers, there was some wires exposed from a light, the railings were loose. They do not want to do repairs. They’ll give a date when maintenance will show up and then they don’t show up. Starting in February the dishwasher continuously flooded the kitchen and dining room. The did not replace it until June. Then the downstairs toilet was not working properly. It literally broke every... month since August of 2020. Sometimes it would over flow other times just not flush. They did not do any meaningful repairs to fix the issue until February. The tub also doesn’t work properly. It doesn’t clog or drain properly. Maintenance stated that drainage system would need to be completely replaced. Still to this day it hasn’t been repaired. In June of 2021 the ceiling in both bedrooms started leaking. That did not get fixed until late August. Each month they send you a letter and charge you additional lawyer fees and don’t tell you about it. I moved in August of 2020 the only way repairs were made is if I withheld the rent. If you plan on moving here make sure you get everything they say in writing because anyway they can get extra money out of you they will do it. Please get everything the property managers say to you in writing they never do what they say they’re going to do. Every month there’s problem brace yourself!!!

Avoid this place and any complex owned by Mark IV at all costs!! There are a multitude of reasons why, but in short? The people that own and run these apartments DO NOT CARE about you!! My fiancé and I could not wait to leave at the end of our 2 year lease. I originally thought that the fact that the complex is small and the only road was a circle and everyone would drive one way would be great. In a perfect world, it would be, but nobody follows the one way rule. This creates dangerous... situations. The road is only wide enough for one car, so if you are following the rules and driving the way you should, you could encounter not only a car coming at you, but possibly huge delivery trucks as well. And then you are stuck. These cars also come in very fast off of French Road and I have seen people walking in the complex get nearly hit. Next, the parking spots are insanely tiny. You can fit an average car in one, but then you have to squeeze out of your car and try not to hit the car next to you with your car door. And that’s only if the car next to yours is parked within the lines, which anyone rarely is. Needless to say, there is not enough parking for the amount of tenants either, which led many people to park in non-parking locations and block the roadway. It was a nightmare. This place makes you feel guilty for calling maintenance for any reason, big or small. They will try to “fix” the problem over the phone with you, if you can even get a mechanic on the phone to speak with. If you are lucky to get someone to come out within a week of calling, they do the bare minimum to fix the problem and will complain the whole time while doing it. And also ask you why you broke the item and why you thought that was a good idea. The maintenance people here never made me feel comfortable and I always hated having to call for them. The basements are basically unusable with how much they flood and get water damage to them. If you end up here, don’t leave ANYTHING of value down there. The complex was also constantly littered and full of garbage. The upkeep was awful. The snow removal is pitiful in the winter. We tried to address a lot of the above to our property managers and even higher-ups at Mark IV. The property managers were nice but they really don’t have much say or pull in any manner. The higher-ups gave us attitude and would hang up on us. Do yourself a favor and don’t rent at Chartwell or any Mark IV owned property.

Bad experience and I can not wait to get out of here
The walls might as well be paper maché partitions. Some units not just mine have this funky smell. We sometimes debate whether or not there actually IS a maintenance crew. There is a reason why there are so many empty units here. Questionable business practices of the landlady. I have lived in seven apartments over the past 30 years in Rochester and I have only had conflicts and friction with the management and/or owners at this place.

Management may try to rip you off.
Several months after I moved out, the management sent me a bill trying to charge me for services they did not perform. In my case, it was a hefty amount of cash for cleaning the stove and oven. They made no mention of this when I moved out during the inspection, nor of any other charge. And then, MONTHS after I had moved away, they tried to send me a bill for it.
I had never used the oven or stove, not ONE SINGLE time in the four or so months I actually lived there.
Look at the... other reviews. I wish I had.

My husband and I have been living here for 18 months. We moved in sight unseen because we were relocating from Los Angeles and weren't able to afford an apartment-hunting trip back east. I didn't realize until I was here a while that our rent is a fair amount above market value (especially without covered/locked parking) and the additional pet "rent" charges feel very nickel-and-diming.
Unit: the unit size and setup is a good fit for our needs (two adults and cats). The kitchen is tight,... contrasted by the enormity of the finished basement, which is a great space; very unique and malleable. The bedroom closets are generous, and the master bedroom is sizable. The main bathroom is average, with decent fixtures. The half bath is quite small, but you get used to it. There is a great large coat closet near the front door that can also serve as a pantry or extra kitchen storage. The patio space and laundry room are average. I find the dining/living area easy to divide with furniture, and, while cozy, also very comfortable. I've lived in 3 apartments and 1 other townhouse, and this is by far my favorite layout.
Grounds: The driveway could use a full repaving, but a recent sealing has helped a bit. Garbage disposal is an issue - unfortunately there simply aren't enough garbage and recycle cans for how many residents there are. Timing our garbage takeout is not the best; the complex needs another garbage building. The center lawn is a great place for kids to play and for people to walk their animals. I don't spend much time there but it looks clean and well-groomed. Plowing of the driveway (which is really a one-way street, I guess) is sometimes very early, and other times not so early, which can be an issue. It's always safe, quality plowing (ie: I'm not worried about my car being hit).
Communication with the property manager is top-notch, though my impression is that most decisions are made by folks who do not spend much time on the property. All of the maintenance staff are friendly. Neighbors are kind, polite, and keep to themselves (which I prefer). Noise issues are rare. Location is EXCELLENT. It takes less than 10 minutes to get to any type of store you could possibly want, and takes 20 minutes to drive to Victor, the city, Gates; it's close to expressways and main thoroughfares. My husband and I have the best commutes of our lives (his is 7.5 miles to the east side of Pittsford; mine is 9.9 miles to Gates).
